Truman created the C.I.A. when he realized that the disbanding of the OSS at
the end of WW II was a mistake. The decision was a good one. However, right
from the beginning the behavior of the organization did not match their legal
mandate, and one U.S. President after another had their foreign policy
initiatives negatively affected. Cuba and Iraq may be the most obvious failures
but Gary Midkiff will discuss more, as well as the key issue:  How can we
have a clandestine and covert organization within a democratic framework.
