Vegetable Market Parking

Why is it that the Vegetable Store at the corner of Front and Tilghman St in Allentown can have cars parking on the public sidewalk? 

I observed children walking in the street because customer parking is allowed to pull forward on to public sidewalk.

Seems this should be against the law and enforced before something tragic happens.
