Northbrook Man Charged With Bribing State Official Arrested While Speeding

Victor Osinski, 44, was arrested on a warrant after he failed to appear in court on charges of bribery.

arrested a man wanted on charges of bribing a state official after they pulled him over for speeding in a school zone last week. 

Police stopped Victor Osinski, 44, of Northbrook, as he was driving near Friday, Feb. 3.

“Once they ran his driver’s license, the warrant showed,” said Officer Dan Petka, spokesperson for the police department.

Osinski allegedly attempted to bribe an employee of the Illinois Secretary of State’s Office in Springfield on Aug. 1, according to court records. He offered the employee $400 cash if the employee agreed to issue Osinksi mechanic’s liens. The State-Journal Register reported that the employee notified the Secretary of State Police, who then arrested Osinski. Under state law, bribery is a class two felony with a maximum punishment of seven years in prison. 

Following his arrest in August, Osinski’s first court date was set for Nov. 23, but a clerk with the Sangamon County circuit court in Springfield told Patch that Osinski never showed up.

On Friday, police took Osinski into custody before releasing him on $2,000 bond. 

The felony charge of bribery is not the first charge on Osinski’s record. In 2010, the South-Bend Tribune reported that city officials turned down a development proposal from Osinski after they discovered he had pleaded guilty on federal charges of leading an auto insurance scam. According to the Daily Herald, Osinski and 18 other defendants allegedly faked car accidents to collect more than $1 million in insurance payouts between 1997 and 2001. 

Patch could not reach Osinski for comment, as his telephone number was not listed.
