A proposed 240-unit apartment development near Lake Cook Road and the Tri-State Tollway in Deerfield may be intended for young professionals, but developer AMLI Companies sees a variety of people occupying the building when done. The project got its first vote of approval from the Deerfield Village Board of Trustees Monday though AMLI has some tweaking to do before it gets the final nod. Relocation of Starbucks and Subway to freestanding locations at Deerbrook Mall is the beginning of what the Village and shopping center ownership hope will be an all-embracing long term plan to renovate the development. Before mall ownership brings that plan to the Deerfield Village Board of Trustees, it wants to put certain pieces in place including potential relocation of Jewel and TJ Maxx as well as changes for Starbucks and Subway already on their way to approval after Monday’s Village Board meeting. Completion of project will start in April with plan to be done by end of October.
Intervention by Deerfield officials and the local business community will hopefully reduce the inconvenience scheduled to begin in April when Lake Cook and Waukegan Roads go under construction. When the first phase of the work was completed in 2011, delays on Lake Cook Road of over an hour between the Tri-State Tollway and Waukegan Road were not uncommon. Shoppers can now get same day service.
Online grocery supplier Peapod became Deerfield’s newest business Tuesday when it opened a drive-through facility at 677 Lake Cook Road near Deerlake Road enabling shoppers to save the delivery charge. The Deerfield location is the second one for the company. Uncertainty surrounding the future of Jewel’s parent company, Supervalu, and the economy in general led the owners of Deerbrook Mall to regroup with plans to renovate the Deerfield shopping center. Gateway Fairview, the owners of the mall, had planned a major overhaul which involved moving Jewel into a new, modern store where Best Buy just closed. Other changes included relocating TJ Maxx to an outdoor location at the north end of the center. Nearly two-thirds of a $26 million proposal to renovate the Deerbrook Mall will ultimately be financed by customers of the shopping center if developer Gateway Fairview can convince the Village Board of Trustees to go along with its ideas. When some of the Trustees balked at certain points in the proposal, Mayor Harriet Rosenthal had the Board take a step back. The owners of the Deerbrook Mall will be seeking a partnership with the Village of Deerfield at no out of pocket cost to the taxpayers at the June 18 Board of Trustees meeting as part of their $26 million redevelopment package, according to a report by Deerfield staff. Gateway Fairview, the owner of the shopping center, will ask Deerfield to establish a special business district allowing a portion of new sales taxes generated by the renovated shopping center to help defray the costs. Village hopes to receive sales tax rebate plan next month.
More details of the renovation of the Deerbrook Mall and the Village’s role in it were revealed by Mayor Harriet Rosenthal and Village Manager Kent Street Monday at the Village Board meeting. Some stores will move and all will have outside entrances, according to Street and a source affiliated with the ownership. The interior mall will cease to exist. The Village will consider chipping in with a sales tax rebate that will not reduce current Deerfield income. When the Lake Cook Road construction project resumes next year, Mayor Harriet Rosenthal and Northbrook Village President Sandra Frum want the contractor to work around the clock to speed completion. Cook County Highway Superintendent John Yonan has said he will try to accommodate the leaders’ wishes to move the effort along with dispatch but is concerned with the noise level when people are trying to sleep. The bulk of the work will be between Waukegan and Deerspring Roads, primarily a commercial area.
